Solved: Sms receiving issues

I'm currently having an issue where texts messages are intermittently being delayed. The delay can be for a few minutes and other times hours.
I sometimes receive bulk text messages come in all at once hours after they have been sent. The receive time also shows the correct time is should have been received but still they arrive an hours later. This is an intermittent problem, which I have started experiencing in the last 24 hours. Restarted phone many times, cleared cache, reset network settings to default still nothing better. I can't log into my bank account as not receiving security code by text. Im using brand new Samsung Galaxy S10 phone, my wife having same issue so I don't think that this is related to the phone. Please advise

A zero spend cap can prevent short codes from being received.
