Samsung S6 bought from CPW / Pay monthly - Unlock request rejected!!!

Hope someone here can help me. I bought Samsung S6 from Carphone Warehouse and I am now 12 months into my contract (2 years). Last week I submitted a request to unlock my phone and it got rejected! 

I am not sure why? 

- Its a pay monthly

- Its locked to first SIM that was used in it which is O2

- O2 unlocks all pay monthly phones for free

Can someone help?

CPW DO NOT LOCK PHONES (except iPhones).

No phone from CPW can be unlocked as it's never locked in the first place.
