I was recently late with my bill payment and was swiched off till i paid. the next day i cleared my bill and it took around 12 hours to work again but my 3g hasnt returned. i cant use internet unless i use wifi and i pay for 1gb a month which i never get through. how can i fix this?

Have you tried rebooting the phone.
It may be as well to contact customer service to make sure the account is now fully active.

most things im aware of, anything that is pay monthly (with any company) TV, Internet, etc if you get cut off for a late bill, usually you have to turn your device off, wait 30 seconds then turn it back on again to reactivate the services. if you have tried that already then calling customer services might be your best bet. as it could only be a simple reset at there end is needed. customer services is very good to deal with they dont feed you bull cr*p like most companies do, there very friendly and will help you anyway they can i rate them 10 out of 10 for the help they gave me recently, which funnily enough was my internet, turned out i had a faulty sim.
iv heard o2 have been working on there 4G network aswel so maybe that could be whats wrong?? im only guessing now though. hope you get it sorted soon though
