No roaming in Rwanda

I have just been working in Rwanda for a few days.  Roaming is not working there.  I was in Tanzania before and Kenya afterwards, where it worked fine.  My phone also registered on networks in Burindi and DRC whilst I was travelling around Rwanda.  Should roaming be working there?  The O2 web site implies it should.  If it should, is there any way to contact a human at O2 to check it out? I am bound to go back there and it would be useful to be contactable.

On contract yes but no agreements in place for PAYG users.
