Call customer services and report it stolen, they will bar the phone and send you a new sim http://www.o2.co.uk/contactus
You also need to report the theft to the police.

Certainly follow @MI5's advice and do this asap. Lost and stolen is a 24hr service so call anytime http://www.o2.co.uk/help/phones-sims-and-devices/lost-or-stolen-device

Remember to report it as stolen. Even though you mention 'he has borrowed it and wont give it back'... By any other terms, technically he has stolen it....

It will be useless to him once it's barred so if he gives it back to you then you can call back to o2 and get the bar reversed so you can keep using it.
