I am trying to set up face recognition on my iphone11 but it keeps telling me to liwer the phone then says face recognition is not available. Is this my error or is it the phone?

I have tried this but it keeps telling my to lower the phone then that y face is out of focus. After a while it says face recognition is not available

Reboot phone and try again.
