Hi , I am in Tanzania, my mobile data is switched off , how can I have used 50%of my spend cap ?

Check you don't have WiFi assist switched on is a first as even though Mobile Data Roaming is off on some devices it can still kick in when WiFi loses connection. 

Also check for any apps you have allowed to use Mobile Data even when off,. 

Then check myo2 and it will show you all the connections..
