I recently plugged my phone into my laptop and started to download the updated software for the phone. Despite my phone and laptop being on WiFi it used my whole data allowance up. How is this possible?

Sounds like your Phone was being used as a tethering device by your laptop. Or your laptop has connected to your phone by Wifi or BlueTooth
This is not customer services and we dont have access to your account
I do not work for o2 or any VMo2 /Telefonica/Liberty Global Company

@Cane

Without knowing more I can only assume your wifi failed.

To avoid this in future, you shoud turn off your mobile data connection.

I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.
