yes you can just o2 dont do it three, vodaphone and ee do!

i wanted to do this the other day but was told this wouldnt be able to happen as i wanted to give this to a friend, now i have 4GB of data on this sim with unlimited minutes and data, they say the data is capped at 4GB, but then the person will get a text to order a bolt on, also 0844, 0845 etc numbers cannot be blocked too.
What are these people on? Three allows you to put a cap of £0 on your account so you never will be able to go over your allowance.
SO many people want this feature requested yet O2 are doing nothing about it, seems they need all the money they can get with their 20th centuary network.
