Using TuGo, if you have it, has nothing to do with making international calls from the UK. You will be charged the international rate for the call.
This is a direct quote from the TuGo FAQ:
"Calls and texts you make through TU Go cost the same as on your mobile and come out of your monthly allowance."
If you were abroad, you could use TuGo over Wifi to call the UK and you wouldn't be charged the international rate, but not the other way around.
EDIT: Just to reconfirm what I've said, this is also a direct quote from the TuGo FAQ:
"When you're abroad, people can call you via TU Go by dialling your mobile number as usual.
If you call or text on wifi only, it'll cost the same as if you were in the UK, and come out of your monthly allowance. Calls to international numbers will be charged at the usual UK rate."

Someone in another thread today has been landed with a hefty £550 bill dur to being incorrectly advised on the use of TuGo. People need to understand or use TuGo themselves before they can advise others.
