Can o2 block numbers via the website?

Go into your call log and find the number that you want to block, then either long press on the number to get a pop up menu or press the menu key and choose "add to reject list".

I don't fully understand the question, but in general, O2 don't block any numbers.

No, you need to do it on your phone, but it depends on what phone you have?

When I had my Android mobile before moving over to Iphone there was an app you could download from the google play store. It was called 'Mr Number'.
