Hello, I’ve received my first bill but haven’t received my SIM card, so I’m unable to use the service.
is this normal and can it be fixed so that I only pay from when I’m able to start using the service?

Perfectly normal.
Your account and first bill, which you pay a month in advance, is generated at point of sale.
If you contact O2 on 202 they will refund the day or so until your sim arrives.
