I’ve got 15 GB extra as an add on to use on any other device, does this mean I can use it in on a works phone on pay as you go

You can only use it off the sim it's allocated to but you can put the sim in any device or tether any device to your phone.

Best option is to simply connect your work phone by tethering as long as you have that option. It is easy to do in the settings.
