Anyone know when O2 plan to rollout 3g and 4g in the Brecon area LD3 ?

Unfortunately not.
O2 never give timescales.

simple answer is no but you could ask o2

They have made a commitment to Ofcom to achieve 98% coverage of 4g by the end of 2017 though and this was part of their 4g license agreement http://www.o2.co.uk/connectivity/network-coverage
