Husband unable to use phone for 29 days.

My husband had just had his phone number moved from his O2 business account. He has been transferred to O2 PAYG for which he paid £10. It took a week for the number to be ported over from the old contract to his new phone, but he is unable to access his O2 account and use his phone. It says he has no credit despite the £10 being taken from his payment card. When he tried registering a for a new account with a new email address, it comes up that his phone number is associated with a different account (his old business email address presumably).  He has spoken to somebody today who said it will be 29 days before he will be able to have access to his phone number as it was transferred from a business account. This is complete madness and cannot possibly be right. Can somebody please advise?
