Yes you are correct. Your son would have needed to make a chargeable call or text every 6 months and topped up witihin 999 days to keep the sim active.
If you want to use the phone again you can either contact Customer Services http://www.o2.co.uk/contactus to see if they can activate the sim, though it's unlikely it'll have the same phone number after all this tiime. You should call between 8-8:30am to avoid a long wait
Or you can purchase a new PAYG sim from your local O2 shop.
