You likely have a zero spend cap or premium rate bar on your account.
This is a customer to customer community, not O2, so we cannot access your account, sorry.
You need to contact O2.
Message them on Social Media. Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) or give them a call on 202 or 0344 809 0202

@Stuart49 If you go to https://accounts.o2.co.uk/signin
Then scroll down, you may be able to set you spend cap there

I am listening now to my neighbour who is trying to get me to switch to EE, worst part in all of this, is that the two A12's that I bought on same day from same o2 shop, one for me, and one for her, with BTW existing legacy numbers, hers works, but mine (and by the way I paid for them) does not, PANTS!!

PAYG doesn't have a spend cap, it only depends on a premium bar or you having credit to pay for the texts, so hence the agent has rightly got confused as you are asking for the wrong thing.
Do you have sufficient credit??
Have you check for a setting on the phone that blocks texts to shortcodes?

TBH no network cares about PAYG, its a loss leader, and a lot of networks will be killing it off..

It is always said that if you 'phone Customer Service at just after 8.00am, you will maximise your chances of speaking to a UK call centre ; they tend to have more experienced staff.
If you ring at that time of day armed with the suggestions made by @madasaf1sh, I hope that this will be resolved.
Please keep us updated on developments.
