I have just purchased new IPhone 5SE. It incorporates a facility to use WiFi for calls. I have 02 pay as you go. Does this allow this or do I need a bolt on or contract to comply?

It's not available on PAYG.

You'll need a monthly contract sim. https://www.o2.co.uk/shop/sim-cards/sim-only-deals#deviceType=phone&contractLength=P12M
