Giving the both parties a 24-hour ban until the issue was investigated would cut down on the cases of abuse. Nobody would want to be out of the loop, that way a dispute investigator could properly make the decision on who is at fault.

I feel the Block/Report option as convenient as it is, is an under-the-rock solution. Facebook has this option for a long time.
