The crazy thing about that incident, is that someone is apparently attempting to climb the fence, hence the guard’s repeated warnings, before he finally draws his weapon. Buckingham Palace will always have a significant Police presence though, who will also be armed. So I think in that situation, the protocol for the soldier is probably just to issue the challenge (I don’t think he’s seriously contemplating shooting anyone), and if it’s absolutely necessary, the Police will make an arrest. But people seem to forget where they are, and these soldiers are performing an operational role, they’re not just there to boost tourism in the capital.
