I applied for a provisional driving licence online. They sent a forms for me to sign and add my ID which I did and return by post. I checked my application status online on Saturday and it says, "" Transaction completed : no licence issued""
Does anyone know what this means?
Does it mean I didn't qualify or what?
I'm just totally confused here. I know you all don't work at DVLA but if you have a slight idea please let me know. Thank you.

No please, they said you can't contact them, they are taking calls from keyworkers only. I tried emailing but they said they won't answer it.

I'm not sure. But they haven't sent my ID which I submitted, and even haven't written officially to be explaining why no licence was issued.
I'm just a little confused

Sounds more like a timing issue as we have no timeline to base it on @KingAmo . Quick goggle gives this:

So I would be patient but don't apply again immediately as you'll likely flag up as fraud. If there is an issue, you would have another letter stating that its been rejected. Things aren't exactly fast at the moment with the post.
