You need to contact O2.

There is only a certain number of codes and once they are gone there are none left. 

You are going to have to contact o2 Guide: How to find help & contact O2 or the provider of the offer which will be in the details of the prize

Surely the system isn't set up to tell people they've won when all the prizes have been redeemed?!
