Would you kindly tell me if this charge for google play was for the use of an app that was selected from the google play app or did the user click on something while playing with another app.  On what date was the charge.

O2 won't know as they just pass on the charge from Google.

You need to ask Google why.

Go into Google Play. Click your profile picture then select Payments and Subscriptions from the menu

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
