Eligibility for o2 Travel Inclusive Zone Bolt on

Why am I not eligible for the above if I have o2 Refresh, Pay Monthly and 15gb.    Does anyone automatically get the elusive o2 Travel Inclusive Zone Bolt on included for free?

Free O2 Travel in our Inclusive Zone is available for our eligible O2 Refresh tariffs, as well as sim only tariffs higher than 20GB (20GB excluded). Not available on 30 Day sim only tariffs.

Yes it does say 'eligible Refresh tariffs'......so @GAG  should contact customer services to check

Not just refresh tariffs.
It's on 2 of mine which are simo. One 18gb and the other 20gb.
