No mobile coverage Liverpool l28 area..just cant make or receive calls.Yet o2 says it has no faults here

Making calls and texts
We've got a problem with our 3G service in Liverpool. If you've got a 3G sim or phone, you won't be able to use it for calls. But our 2G service is still working, so you can change your phone settings to use 2G.
