I seem to have two payments per month going out of my bank account - both listed as 02 - one on the 3rd June ref D 10691791 for £7.37 and one on 21st May ref D3187418 for £8.53?

It's not Refresh payments as they are taken together on the same date.
You need to contact payment management.

Possible, but Refresh changes usually take both payments on the same day, as @Cleoriff writes above - and lately, even down to a single transaction combining both elements...
