O2 website not designed for new (foreign) customers

Seeing I'm not in the UK, if I try to look at any of the plan pages it just gives an error that O2 can't sell to people overseas. The website doesn't seem to cater for the ability to look at plans so when you arrive in the UK you can get one of their deals, it just thinks if you're on the site then you must be trying to buy something. Great marketing that!! I even tried to write a feedback email saying it was a #### solution but I can't do that either because I'm not an existing customer!!
End result is I'm going to be in the UK in a few weeks and O2 is not an option for a mobile phone provider. But obviously they don't need us #### foreigner customers anyway!!

O2 is only licensed to operate in the UK.
As a fraud prevention measure, which the card companies insist on.
Its not a big deal, as you won't be able to do anything until you get back to the UK, when the tariffs/offers may have changed anyway.
Its not like O2 are the only mobile company to do this.
Even europe wide retail sites like play.com , when you click on a handset it will tell you that you have to be in the UK.
