I see your point but it isn't exactly a free upgrade and will still necessitate buying out the remainder of your contract and taking out a new one. OK there is a little saving and it allows you to upgrade early but I would be interested to read customer reviews/costs from people who take up the offer.
In fairness the option should be open to non-iphone users, especially customers who are paying out just as much money for a high end smart phone.

jonsie's right it's not that big a deal, but you too are right in pointing out that O2 do seem to give Apple customers preferential treatment.
