I am thinking of getting O2 Home BB but not sure of which package to go for.
Is it possible to change between packages once I am up and running?
If I sign up for the top package, can I downgrade to a lower package at anytime during my contract?

If so and you enter your details here:
https://www.o2broadband.o2.co.uk/getBroadband.do
it should give you an estimate of your line connection speed.
If you choose one of the faster tariffs and your line cannot support that speed they will switch it for you.
If you aren't LLU enabled the only option is O2 Access, about which you can read more in the Broadband forums.
The LLU service is very good, and if you have an O2 mobile you get a discount too.

But I cannot check my phone number as it wont be activated before tomorrow.

But my question was:
"Is it possible to change between packages once I am up and running? "
Ideally I want to start on the top package and if I feel that it is not much benefit for my surfing habits, then I will downgrade to a slower speed.
So, is it possible to downgrade an O2 broadband package without paying a financial penalty?

The maximum speed is dependent on a line check after you are connected, so if you go for the top package (Pro), and your line can't sustain that speed, they will move you to a lower package.
Make sure LLU (ADSL2+) is there.
You also will have 30 days to change your mind if it's not right for you.

o2 will automatically offer to downgrade you if you take a package other than standard but then get a sync speed lower than 8 meg.

"9 Switching your broadband package
9.1. We will advise you if it is possible to switch to another O2 Home Broadband package or tariff. Please contact us via your O2 online account or through
customer service. If we allow you to switch your package, the actual speed may differ. If we allow you to switch, please note, you may not be able to move
back to your old broadband package, and you will only be able to move to a package supported by your landline. Switching broadband package or tariff may
be subject to you accepting a new Minimum Term.

9.2. Any change to your package may take up to five working days before it is activated and you will be charged at your new package price from the date of
activation in the next billing cycle."
It makes no mention of a penalty charge for downgrading the package, only about a new minimum term.
