I have recently placed an order for a new phone package, upgrading from a pay monthly SIM.
The process of validating is painful enough, and I have heard that people have been turned down through a credit check even though their credit score is excellent.
DPD failed to deliver the phone and didn't even bother to knock or leave a card or provide any other option, there was no communication about the delivery and now it appears that the phone is going to be returned to O2, the order will be cancelled and I have to place the order all over again! This is ridiculous and absolutely terrible customer service.

The new checks are required as part of the regulations from the FCA, so o2 need to carry out affordability, credit checks and also business rules, as you are moving from a cheap sim only deal to an expensive phone and airtime, so o2 are right to make sure they are protected and also that you can afford it..
And yes like all networks they wait for the phone to be returned, and then they let you reorder it...
You can always go elsewhere and get a contract and phone or once its returned pop into a o2 store..
