I may be reading this all wrong, but there appears to be conflict of opinion here. Are texts sent to UK numbers via O2 Eire free (within the tariff allowance) to O2 UK customers who inadvertently roam into the O2 Eire network albeit they remain geographically within the UK? If outside the allowance are they charged at the same, higher or lower cost (I accept this may be difficult to answer precisely given that Eire is in the Euro zone).

A text message sent to any UK mobile number whether it is in Afghanistan, Timbucktoo, Eire , or anywhere else in the world, from the UK will come from your allowance. Conversely, wherever you are in the civilised world it will be free to receive the text.
Sending texts from anywhere other than the UK will incur charges.
No conflict only fact.

That's exactly what I meant, hence prefacing my comment "He just needs to be aware... "
I was electronically in Eire so got charged for sending texts and making calls, not for receiving them.
