My friend has gone to Northern Ireland for 2 weeks, we have been text messaging but it does it cost me to text him?

No not at all. If you are texting a uk number it will never cost you wherever the other person is in the world.

Northern Ireland anyway is part of the uk.

No more than it would cost normally, depending on your tariff and any allowances you may have. For example if you have a free texts allowance it would continue to come off that as normal. NI is part of the UK

It doesn't matter if he's anywhere in the world. Any text to a UK number is free from your text allowance. It also costs nothing for him to receive.

He may well be back now, but for the future and for others:

 

He just needs to be aware if he goes near the border with the south, their signal is often stronger than the UK one.  I have been walking along the coast at Portstewart or Portrush, and found myself getting a "Welcome to O2 Eire" message reaching across from Donegal!  That then means you are abroad, so everything costs more, and calls/texts to the UK do not come within your allowance.  If you want to avoid that you have to change your preferred network from Automatic to O2-UK. Should be in Settings/Mobile Networks/ Network Operators (it is on Android).  But if you go abroad on purpose, you need to change it back.

Note 9. O2 since 2007.
