Mast power after power cut

Curious question: For those in the know... when power is restored after a cut (we've had loads recently) - nearby mast loses power too - which I undestand that they often don't have backup power - but when power returns the mast never recovers - seems to need O2 human intervention... Is that normal?

 

For instance, we've only just got mobile signal back about 15 hours after power came back on to our homes.

Same as all networks if there is a problem when the system restarts during POST then it will need to someone to visit the site, and check what the issue is..  We see the same in Data Centres, and remote sites, where power goes off and piece of infrastructure will fault, and even with things like ILO the kit will not be connected to... 

Also the mast will be reliant on other 3rd parties such as ISP's and Power Networks checking there high voltage infrastructure.
