My understanding is a phone cannot be blocked without the IMEI number and serivce providers don't hold this information.
Networks hold sim serial numbers, any IMEI number that the sim has been used alongside, dates used together, general locations etc

Type *#06# into the phone app, that should display the IMEI. Works on all phones I think.
Tricky to do that when your phone as gone missing.
