If both of your S4's are having the same issue, don't think it has anything to do with your sim cards.. either the coverage is bad where you are or both phones developed some kind a fault, so best to check different network sims for coverage

Please remind me, are you on Pay as you go or on contract?
If Vodafone offers better signal, might be worth going with them and hope you won't have any issues so you won't have to use customer service
