An oversubscribed mast, with an uplink off a 4G connection, could cause that. Try using the O2 My Network app https://www.o2.co.uk/apps/my-network , and register for an account and set it up to watch places you visit regularly, so O2 are kept updated on such poor performance as you experienced in Luton, @Yarecco.
