Considering that if a complaint is unresolved after 8 weeks you can go to the OTELO, who will make an independent ruling. Its unlikely a complaint would go on that long.
Even if you didn't agree with OTELO, legal action wouldn't take that long.
So I'm led to believe that something odd is going on here.
