Android Pay is now available in the UK, the application can be downloaded from the UK Google Play store. I have downloaded and sucessfully added cards from my providers.

I'm unable to read the article @viridis, but I'm fairly certain it's incorrect. I know that with my contactless debit card, I can't make a single purchase over £30. I would think that it's the same for Android Pay, as all it's doing is using the card, but not transmitting the actual card details.
@PhoneChanger I couldn't say for sure, but I don't think the Guardian has got it right either. Best to contact Google support to be sure.

To pay for goods costing less than £30 using Android Pay, the smartphone simply needs to be awake and tapped on to the contactless reader. For payments more than £30, the user needs to authenticate the payment by unlocking their smartphone with either a pin, unlock pattern or fingerprint.

Well the Google support page says the phone needs to be unlocked, so that's what I'm going by. I'm not really certain why this is an issue, as I don't know anyone who keeps their phone awake all the time.
Unfortunately, I've just discovered that I can't use the app here. My new Chinese phone isn't included in Google's Supported Devices list yet. I've been in contact with Google support and have sent a bug report, so maybe they'll include it soon.
