Can I use two sim cards with the same phone number for the iPhone and for the iPad?

Unfortunately not. One simcard and one number. No network as yet allows this.
However if you are a contract customer, download TU and you can get calls and texts on the iPad. Other apps can do the same such as Mightytext or mysms which should be available in the app store and can be linked to your mobile number.
