iOS7.1 currently at Beta Stage.
Initial thoughts were that iOS7.1 currently at Beta Level would be released in March 2014 at some point.
Now blogs hint a February 2014 release.
In the link are the new features and improvements introduced at each Beta Release. Time will tell if they are included in the main release.
