Unlocked iphone not activating sim over wifi

I have an unlocked iphone4 that was locked to the o2 network. When I try to activate a sim of a different carrier over wifi it doesn't activate, it says no service.

The apple website says the sim should activate over wifi including on iphone 4

Upto you but it's working and there's nowt wrong with it so I don't know what grounds you have to return it.

You'll never need to activate again so it won't make any difference.

Internet activation was introduced with the 5 and iOS7 so I wasn't aware it was applied retrospectively to the 4 and I've never trusted it anyway - I've always done it through iTunes.

@MI5 is correct was only from iPhone 5 onwards so I don't know where this has came from

Return it or sell it and get a smart phone that works independently of iTunes. This thread is totally confusing...do you have a working iphone that you are happy with? If yes, good. If not just return it, lesson learned.
