but the relevant settings can be found in
Settings > Mail > accounts> Fetch new data> enable push etc

As far as I can tell @MI5 there is no background app refresh for mail accounts it is controlled via the push / fetch controls withing the mail app.
There is no toggle for mail in settings > General > Background App Refresh. as per apple help page https://support.apple.com/en-gb/HT202070
