screen flickering

hello all just today randomy this appeared on my phone it happen at work just went on break tried to unlock my phone couldint after pressing alot of times it uncloked then it gives me this screen flickering white just keeps blinking and blinking it covers all the screen and im not sure where to get in touch with i am on the Contract with O2 paying monthly so the phone is from O2 aswell

You'll need to call customer service.
Numbers here Guide: Coronavirus Community Help and Support 
When it comes to the reason you are calling stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
Say "Upgrade", "Lost/Stolen" or "Fraud" if you have to, to get put through to someone.
8.00am is the best time to call if you can.

i cant even make a call from my phone i cant see anything is it okay to make a call from my partners phone

Yes you can.
You will just need to tell them the number you are calling about and pass the ID checks.
