Purchased a new phone, 6 hours ago, simm card still not activated.Is this normal?

Have you done a sim swap? http://swapmysim.o2.co.uk/
or if sim is same size as old one, just use it.
If all new phone and sim and no previous contract, call cs http://www.o2.co.uk/contactus
