If the person you're texting has an android device and its running RCS Messaging (Chat features) then in Samsungs settings you need to enable the fallback to SMS if it can't be delivered over chat. 

 

In messages click the 3 dots and go to settings and select 'chat features' then towards the bottom ensure 'Automatically resend as a text' is turned on
