Presumably it's a network issue on the delivery side, as she has narrowed it down to just iPhone 5s handsets, so it might not note anything wrong in her postcode area, (if the recipients are not close by).

No harm in checking for network problems. Another thing to try is to force the phone onto another network and when it fails, choose the O2 network again. This should reset the messaging service.
It's usually static build-up on the simcard rather than dirt I would think.
