Alert Message - Phone Services

I've an alert message on my phone "Restricted Access Changed - Voice service is blocked". Does anyone know why this could have appeared, please?

Thanks for the suggestions.  Mystery solved ... apparently, I'd changed a setting that blocked everything - a sort of extreme 'Do not disturb' kind of thing.  All back to normal now.  I'm blaming unfamiliarity with a new phone (and feeling very stupid!).
