They are needed if you want to see animations and transition effects but many apps will overwrite the base settings anyway and use their own.
The api is there for apps that don't have their own settings.
Turning off all base transitions and window animations will just make things "snap" rather that load up smoothly.
Turn each one to 0 and try it then change one at a time to 10 to see the extremes and what each option does.

If you remember some system UI gimmicks such as CRT off effect that used to be on kitkat on Nexus devices, they won't work, but there's nothing on Lollipop that relys on them been turned on anymore.
