Some are still waiting for 4.3, so I would imagine that KitKat is a long way off.

The document here suggests that the Samsung Galaxy S4 and the Samsung Galaxy Note III will be seeing Android 4.4 KitKat by January of 2014. The Samsung Galaxy S III and Galaxy Note II are said to see Android 4.4 KitKat between March and April of 2014.

HTC are saying January for the One, I would imagine Samsung won't want to be seen to be dragging their heels with their glagship so it looks to be a pretty safe bet
