I have a kindle and whilst watching TV I was warned that I may be charged. Can someone explain? I have 500 mg data and a Wifi connection, this warning has not appeared before.

If your wifi drops out whilst watching TV the Kindle will resort to 3G and will use your data. Turn off 3G manually to prevent this from happening. 500mb would be consumed in seconds when streaming live TV.

You would only be charged if you used your data allowance. It would be slowed down to an almost unusable speed and you would be charged for the extra data usage only if you purchased an additional data bolt on.
